Introduction
The housing co-operative movement plays a major role in the provision of public sector housing in Scotland through housing co-operatives and other forms of tenant controlled housing. In England, although there is strong housing co-op movement, it is only a small part of housing provision. In Northern Ireland and Wales there is very little tenant control activity.
However, there could be significant opportunities developing for housing co-ops. Nick Raynsford, the UK Housing Minister, has indicated the development of housing co-ops as a plank in his housing strategy, and the forthcoming green paper on housing is eagerly awaited. The transfer of Local Authority stock has brought issues regarding ownership of community assets to the fore and fundamental questions are being asked about future housing strategies for the UK.
This international conference will investigate:
- the current situation for housing co-ops and tenant controlled housing in the UK
- what lessons can be learnt from the many successful tenant controlled organisations in Scotland
- what role the UK housing co-op movement should play in a changing housing environment
- the housing systems in other countries where tenant control plays a major role
The conference, organised by tenants and other representatives from the UK housing co-operative movement, will bring together tenants, housing staff who support tenant control, representatives from the wider co-operative movement, politicians and other housing policy makers to discuss key issues facing housing co-ops.
